i can't see any reason why working people should have tax breaks to buy bikes, if you can a afford to buy a 1k bike for £500 then i don't see the need for a subsidy when a £500 bike will get you to work and back (as would a cheaper second hand bike).Says the man who gets lots of his bike kit cheap through mates in the industry :-)

If you really want to know that sort of information then you could submit a freedom of information request
If you do that the Council will have an obligation to respond (assuming your question is not obviously ridiculous)
You could probably find out lots of info about cycling "issues" in the way, or equally lots of details about Cllr Harvey

Saw a guy wiped out one dark, murky eve last year by a guy from the far lane in oncoming traffic turning across him. Slick looking bike, trendy dark camo gear, but no lights or helmet. I stopped to help, and the driver said to the rider 'If you'd been wearing what he's wearing, I'd have seen you'.
Course it's the driver's fault, but your call if you choose to give them the excuse. I got good lights and a mix of hi-viz and reflective stuff depending on the conditions. But then, I don't look as cool as the guy that got totalled.
Completely agree. Hi-viz clothing isn't cool but it definitely works.
Anything that helps people see you when you're lurking in the shadows in their peripheral vision is to be encouraged.
I've certainly noticed how brightly-clothed cyclists are much more visible - and visible sooner - than their darkly-clothed counterparts regardless of how much they are lit up.
Forcing yourself to wear hi-viz kit can be emotional journey - especially if you are achingly cool - but IMO it's a must.

Ride a Segway
Hire a bike and ride over the bridge... ride up to the top of the Marin headlands to admire the views, and drop back down to Sausalito for lunch/lager then get the ferry back
Go on the rocket boat
The night tour for Alcatraz is supposed to be alright but you'll need to book up in advance
