Presuming that you are undoing them the correct way and have a good pedal spanner.
Try tightening them and then try to undo them, it may be enough to break the corrosion within the screw threads

You may have some difficulty with a file, due to the hardness of the material.

Possibly steel that has been zinc/nickel plated and then gold passivated.

I suspect that the whole end needs to be removed and the bering then pushed out from the "inside".

Can I replacing the internal bearings, bushings and seals?
Yes, the pedals are very easy and fast to rebuild. the only tools necessary are a flat head screwdriver and a 3mm allen wrench to replace the sealed ball bearing and bushing. We offer $15 rebuild kits for each pedal that include bearings, bushings, seals and endcaps.

To add some strength, hold in place and drill through at whatever angle goes through both parts.

Choose a drill size such that you can then lighty hammer a pin (spoke) through both items.

If possible place more than one pin, file off ends to finish
