If it's a geared bike, the concentricity probably doesn't matter very much. You could align them if you really want to be anal.
If it's a warped chainring (moving the chain side to side), I'd say it's dead. If it's just making the chain tighter and slacker (on a geared bike), I wouldn't worry about it.

With Shimano stuff, it doesn't really matter. With campag, it's best to buy their own kit as they have weird sizes. The installation will make much more difference than the cables or outers will in my experience. If it's just brake cables, neither will make much difference. Gears are a bit more fiddly, especially Campag 10 speed.

quick question.
Anyone know of any bricks and mortar vape stores in canary wharf? I managed to open the chamber instead of unscrewing the battery for a recharge. Friday drinks will be impossible without nicotine so any suggestions would be appreciated.
The corner shop near me stocks eliquid. Perhaps something similar in your neck of the woods will too.

One odd thing is that if I screw it down tight onto the battery, the battery won't work. It just flashes like it is dead. If I turn it back ever so slightly it works fine. Not a big issue as I don't have to unscrew it so much that it's loose.
Sounds like it's shorting out when screwed down hard. They shouldn't be screwed down hard - just enough to make good contact.

Beautiful bike, but 3cm too short in the top tube for me. I'd guess it's for someone 5'6" to 5'8".
