Is it caliper brakes? If so, you could try cutting two small slots in the guard under/either side of the brake bolt - then feed a cable tie down one and up the other and tighten it around the brake bolt. Can buy a couple of mill by lifting the guard up. I've done it a few times with success.

Used with marks but all working. All are wired for SON hubs but easy enough to convert if running a different hub.

I'd take the shifters if you'd split and post.

Why not have the full steerer replaced? You'd need to repaint the forks and the very worst.

Are you having the frame painted? I'd sooner have the brake bridge moved rather than resorting to making your mudguard look like pan lids.
Have you tested fitment for the front guard?

Don't pay for an Isen mount as you won't receive it. They've ceased trading.
Mudguard is a good place but it's usually best to add an additional stay to limit vibration.
