I finished my studying days in August, and been working since Jan as a (trainee) IT consultant..
not the most creative job - but it took me 5 months to find ANY careery kinda job - I dream of being a carpenter, or perhaps something in a suede crepe-soled desert boot...@ eeehhhh - IMO the best IC halls were Sussex (Evelyn?) gardens.. seriously - choose to live in the pimpest area of Chelsea while you can as a broke-arse student!

If you don't mind colour at the mo' and just want to tidy-up the frame, I can recommend sanding 600 grit on the rust spots and using nail-varnish to cover-up. it has worked a treat on my bike (pink - so admittedly nail varnish was EASY to find..) and I can touch-up as needed...
If you are going to spray it yourself perhaps choose the same/similar colour and spray over the current paint-scheme. This will look a bit rubbish - but it doesn't show when it chips/flakes off.
both ideas are more geared towards beater-bikes.. at uni you would likely want a low-key, unattractive-to-thieves ride?

I ordered my Sapim Laser spokes from http://www.dotbike.com, they don't seem to stock any others though!
Found them to have OK rates, good selection of lengths in stock, and the spokes are apparently strong and triple butted and (important for me) available in black.

You can manage with a spacer/2 if the new stem has a shorter 'stack height'...
Usually only super beefy (downhill/freeride?!) stems will cause you issues with stack height - I'm sure that people cut their steerers different lengths anyway, so it should be OK if you get a similar roadie stem.
