I think bills original two ideas work against each other, I think everyone agrees that next year there will be more players, but if teams are 4 players per ream there probably won't be a need to divide into two divisions.
Personally I don't like the idea of divisions, 4 player teams would also make games easier to organise.
Although how would Teams that have always played together feel about naming a fouth? BADD? :)

Enforcing forfeits to get games played means you have no idea how the teams would've stacked up against each other and throws out the results.
Encouraging 4-player teams means you will have to eventually pick 3 of those 4 to put forward into future tourneys, etc, meaning that combination may not be the best combination or the one that was placed highly in the London league.
Having a play-off at the end of the league means you can decide on any kind of mini-tourney you like and the results should be more accurate between the top teams, fixtures are often not similar/comparable/fair when spread out over time (in comparison to a one day tourney at least).
Also, a shorter league means a more accurate representation of teams within that time frame... some teams may start out really bad and get really good by the end of a long league which throws out comparative results.
How many games have been forfeited this season?
I've always thought that the sign of a good team is consistency. You can have good tournaments and bad tournaments, I don't feel these accurately present the teams ability whereas a league that goes on for months will display a teams ability to play consistently... -

I personally think divisions is a bad idea. How are the lower league (bottom half/new teams) ever going to improve when they don't regularly play against experienced teams?
Why are people so eager to finish the league, how can there be too many games? This is about playing polo. I'd far rather play 200 games in a league the 60.
