yes, exactly that. It softens the message, it's IM etiquette. It can have the same function as an emoji basically.
No problem with capital letters btw because phones tend to do that automatically, the period however is a conscious decision
note I am talking about instant messaging, not forums. Obviously it doesn't come across the same way in this context

A few days ago I finally got the Portuguese government grant for the purchase of cargo bikes - 1000€! Next to the 6% VAT on bicycles, I think this makes it the best country to purchase a cargo bike in at the moment (requires citizenship or permanent residency obviously)
Pretty chuffed to say my new Mini-Max ended up costing me about 1400€

I'm a Sporting fan, I'm pretty much 1000% certain he won't go to United and like 99% certain he won't go to United even at the end of the season. I know I'm opening myself up for ridicule here if it happens but I honestly believe this is completely false and journalists are jumping the gun based on knowledge United contacted him

I worked at a call centre in Canada and there was some sort of loophole about saying you were calling "on behalf of" someone. So we were regularly told to say we were calling "on behalf of Siemens", "on behalf of HP", etc despite having absolutely nothing to do with these companies. Straight up saying "I'm calling from Siemens" was a big no-no though, would get immediately flagged.
