Building up an old 90's Panasonic here. Not sure what type of bike you'd call it, but inspiration came from old path racers.

Not sure that's been assembled incorrectly - my guess is someone has just turned the bars holding the wheel. The front brake would hit the downtube and probably lock on judging by the length of the cable if it was used like that.
