You can get a WTB 40C Nano in the front, though I had some toe-overlap with it. No issues with 35c Cross-Boss or Schwalbe G-One.
In the rear a Schwalbe X-one 33c on a Pacenti SL23 rim (20.2mm internal width) comes up more like a 35c on a standard rim and fits fine with room to spare for mud clearance.

Swarf mudguards need drilling for the brake mount fittings, so the answer is yes. The instructions are to drill a hole using 'a sharp 6mm drill bit' - drilling a pilot hole with a 2mm bit is recommended but not essential. I have pair that I've never used because the guard is too wide to fit between the fork legs under crown and I didn't fancy hacking at them to get them to fit.
