That's part of the cage and that fixing bolt is non removable i believe.you have to unsrew small screw underneath the deraileur and replace the whole thing

It does. On mine too but not on everyones.
Some people like to overload,overtorque and in general be a bit overenthusiastic. -
@TooTallTim Not necessary as this happens on higher end carbon frame and forks. In this case it is most likely overload/ over exited weight on cages that attaches to the fork.
@JamesQGM you can ride it for now but would seek professional repair to pop a new rivet (easy job for professional)

Easy repair, but it is nowhere near superficial,it is structural easy to determinate that just enough looking from your photo. It have to be repaired if you want to ride that frame.

Worst shop ever.
You shoud not use surgical spirit or cotton pad/bud (it leave tinnie cotton strands/pieces) instead you use saline water on cotton gauze swabs and clean eye from far top corner of the eye going down towards (caruncle) down the nose.
If you can get Chloramphenicol Eye Ointment cream (in Europe its called Oftalmolosa Cusi) you clean the eye and put that on the edge of the bottom of the eye lid.
