Don't see why this would be an issue apart from Peugeot forks can have funny size steerer so you will probably need to use a pug stem and bars too :D

Locking pliers are really good for these if they are really stuck

For anyone who is interested I sorted the problem in the end by sticking something round and a bit smaller than the tube down it and bashing it side to side with a hammer to widen the gap. Thanks for the help everyone :D
