as for 27" idk if its made for them but they seem to fit nicely on the frame so i ride themwhats confusing about the bike? its a converted fixed gear with no brake, the reason for no brake is i used to ride with a coaster hub, the rim since buckled and i only had enough money to replace the wheel and am yet to attach a brake...
