you should fit one of the spacers into the clips on the bag, then adjust then clips so they are the full width of the rack strut and won't slide, that will keep them in place.
better still is to fit some protective material to the rack rather than the spacers, thus taking up the space in the clips, and protecting your rack...

Layback with a very short stem there.
That's a lovely setup though. What bars?
long Femurs = lay back post.
Short body and arms = short stem.
T-rex body.Bars are Deda big piega, nowt special, a little too deep for me, cobbled together from the parts bin...
Cant wait for the spring to come so I can ride it - it is still knocking around the double digit negatives here! Oh canada!
