  You are correct, sir! It's actually a vertical adjustment, and used for fine-tuning the steering angle for different tracks. A bolt-on hub grips enough not to slide around. Of no use for road tho.

  Funny how someone can have a great vision and come up with the best frame design EVER, but lose sight of details and use a sloping TT that creates more drag and doesn't add stiffness to what is already monocoque.
