Hi newbie here, I have been lurking as I am thinking of converting my knackered bikes that I keep in East London. Not sure whether to take the plunge yet though!
I did do the bike to work scheme last year but mine is with Halfords but I imagine that Evans have a similar setup. It is just a salary sacrifice sheme and I think its quite easy but HR departments us Evans and Halfords as they do the admin for them. You dont need a voucher for the scheme this is something the big chains do so you will go in an redeem it in one of their shops and your employer will have a service agreemenet with Evans. In theory any LBS could invoice your employer and run the scheme. If you want a bike from Velorution I think you need to convince your HR deparment / accountant to use him rather than Evans in your case. Andrea the owner has what he calls an 'open source' scheme and he or Velorution can do the admin also. When I spoke to him about it he says he has been able to do this with smaller companies but not larger ones mainly because the payroll is outsourced to third parties. He wouldn't redeem my Halfords vouchers or deal with them as he said they would charge him, I guess Evans would be the same. I got the impression he would't be up for the same kind of agreements that Condor and Pearson etc have got with Halfords. So your best bet would be to have a chat or email him see if he can sort you out.
