Before I build something, does anyone have a reasonably good track wheelset for training?

Not hugely fussy, but having looked on ebay I'm thinking I could build a nice-ish set for less than people are asking, so maybe I am 🤷♂️

Charge Plug, original bar, stem and saddle and crank the rest is upgraded. Most of it has done <700 miles according to Strava, most of it less. Just about through the first set of brake pads!
£400 collected from Reading or could drop off at Paddington.
Alternatively could do it without the dynamo, guards, etc and swap back to the OEM wheels if you just want something functional, or as a SSCX bike (can throw some knoblies on instead) for £150 ish.

Just picked up a Charge Plug (the alloy CX singlespeed with canti's version), original wheels are a bit ropey along wit the brakes so it's getting some TLC before being pressed into use as "rubbish bike for rubbish things", commuting, pub, CX pit bike. With that in mind, the budget is stuff from the spares bin and loose change from down the back of the sofa.
Question for you guys:
1) Are those £25 novatec hubs on ebay legit? Half the price they are in the shops. Can't see any visible differences, I've messaged them and yes they do have most combinations of black or silver and drillings.
On top of that, is there much difference between the novatec hubs with exposed bearings (a165 / a166) and the ones with caps on the end (a185 / a186). It's inevitably going to be used in the rain and mud so it's a false economy if they're not going to last.
2) Any suggestions on rims? Alex CX28 seem like the best VFM, £31, middleweight and tubeless to boot. Anything even more budget friendly that I've missed?
