you don't need a brake for that, go for around a 65 gear inch and learn skidz, I learnt brakeless in Bristol and never had an accident, started off on the flat downs and befoe long park street was no problem
but I guess it is down to your perception of danger, I've got a +21% by me and I don't go down it with brakes on my road bike

Top Tube 19" C-C
Seat Tube 18" C-T
120mm Rear
EyeletsBit of a bummer to find this out on a bike I just bought
Crack at base of seat tube binder slot from a shallow seat post insertionFrame is straight and hasn't been crashed, matching serial frame and forks, good threads
Has been ridden for years as a winter trainer, could be a fine hack bike if you
drill a small hole at base of crack and just use an excessively long post to relieve stressAfter a clean, on the top side of the head tube lug there is a small crack in the paint, lug needs sanding down is all before it propogates, the head and seat tubes are fine and not damaged
Make me an offer, I will be posting it as I'm in Wales, PM me interest if you're offering more than the value of the forks
RE parts, Sexy stems and posts in Ti:
Dean, Lynskey, Seven, Moots, Form
Lightning make a carbon road crank but wouldn't be good for track
As for pedals - I think the M2 racer orb are american made in titanium
