On the news this morning Aunty said it meant cars turning left would have to give way to bikes riding up the inside. It does not seem sensible to effectively promote riding up the inside of traffic generally, let alone a junctions.
However, I don't ride in London so not sure if the situation would be different for city riders. -

Check out the Condor Strada finishing kit. In the black friday sale they were dead cheap and look really tidy. I've just added the stem to my titanium winter bike and it looks great. Even at non-black-friday prices they are good value when compared to Deda etc.

I use a bike hut chain tool 10 speed and it worked fine on Shimano chains.
