Normally, for gxp road cranks, the bb shell is 68mm, and you just use the cups without the spacers.

You should have got that, or something similar with your exceedingly expensive cranks.

RTFM. It comes with instructions, right. Read them, maybe. If it doesn't come with instructions, maybe buy a more expensive crank / bb that does.
You don't use the spacers. Using the spacers will result in you side loading your bearings and that is bad.
This bb system (gxp) has a floating drive side bearing. The entire crank and Axel clamps to the non drive side bearing. If it is wobbly, then the Axel is not being pulled against the bearing correctly by the fat nut. Investigate the fat nut, and tork it proply.
What littleK said is best. However, once I had a similar situation where the race didn't have any portion to which force could be applied to the back to push it out. With some threaded rod, nuts etc., it was possible to jam something across the race so it could be tapped out.
