When I was in the shop we did something similar with a pub that wanted to stock inner tubes, tyre levers and such. They had a stand with the shop branding. They paid up front for the first load of stock at a reduced price and then we just restocked it as stuff sold. So there was only one up front outlay for the pub. We made a bit of money and so did they. You could try to sort the same with you LBS? ( the shop I worked at went bust so I’m not sure if that was the right approach:) )

Just contact a wholesaler and see what minimum order value is and work from there. If you're not substantial (registered business, premises etc) they'll want payment up front or on delivery. If you're especially friendly with your LBS they might do a supplement order with a small mark up. In our industry tax makes this a slight mission but we have done it occasionally. We've done, and hosted, concessions which might work well with what you're talking about
Speak to people and you might find someone accommodating to your idea.

I'm minded to try to go with madison but appreciate any further thoughts.
I teach people how to fix bikes and stuff at various events in a freelance capacity and give a lot of recommendations of what basic tools and spares to have on hand at home and while riding. For most people it's just levers, an inner tube and a mini pump (sometimes a spanner for wheels). I've had feedback that people would like to be able to buy stuff there and then to ride away with. I actually really rate a lot of decathlon stuff but don't think I'd be able to put in a bulk order to sell on, and obviously if anyone came back with warranty requests I'd be out of luck. What's a smart way of going about this? Does one need an accojnt with a distributor to be a reseller, does one generally need to make purchases of c. 100 units at once? Just at a bit of a loss of what to do.
Obviously this would be with the OK of the person I'm working for at the time, with me taking payment in cash/PayPal.
