Is the front mech a clamp on type? What's the diameter if it is?

Daft question - what's the rim internal width on these pls?

Hi, front is a Mavic aksium and extenal with is 19mm, rear wheel is a bit wider at 21mm. I know that's not the measurement you wanted but hopefully it helps. I could take the tyres off if you really need the exact internal measurement, thanks
