I’ve been running 25mm, don’t know if 28mm would fit.
But they might have been more to do with the guards I was using than frame/fork clearance -

Found some SKS guards at the weekend, never fitted or used and have all the essential fittings (you’d need to get 5x M4 bolts and washers.
These can go with the frame

Lifeline frame bag BNWT
Never even fitted, bought while I was away last winter but never really needed it and I’ve better bags at home.

Ergotec headset (smooth and will perfectly live for years if occasionally greased/serviced, if nothing fancy)
Shimano BB-RS500 bottom bracket, really not used a great deal, I’d be amazed if it’s had much more than 500 miles on it.
