I’ve rubbed down and lacquered over the top with ok results, but depends how the sanding down goes.
What frame is it? Looks like a deda bottom bracket junction to me

Depends on your appetite for risk. I’d bin it and chalk it up to experience. Pardon the pun

So many frames made by Kinesis, and often sold under better names, do this, the powder coat does not bond to the alloy. I'd assume that "glue" holding in the Carbon parts keeps moisture out, but that's just a best guess.
I'd sand it down, find an etching primer, then paint it black to match the rest. It'll probably give years of service, but I'm sure Google will have more info.
I'd also ask it on a non-sales forum ;0

Correct. It's a dedacciai fire light alu frame with carbon rear triangle

Risk appetite close to zero
Bought a road frame from eBay recently. Looked good but on closer inspection noticed a fair bit of paint bubbling near the bb area. Scraped some of the paint away and discovered a chalky residue on the aluminium underneath - see photos. Looks like corrosion where water has got in. Is this salvagable?
Rest of the frame in excellent condition. Frame itself is about 10 years old. Thanks.
