got this, a 9kg part alu/carbon Specialized Globe Pro (2007 model) suitable for up to 5ft 9" as is (taller with a more upright stem or deeper risers) 55.5cm effective top tube.
Ready to go with new fast rolling 40mm tyres (Space for up to 50mm 42mm with guards) and barring some minor cosmetic scratches is in mint mechanical condition as only ridden circa 200 miles. All the fittings you'll need and a wide range 9 speed 11-32 plus 48/36/24, all you need for touring.I use mine (exact same model) in flat and drop bar versions, my flat bar I've used since 2009 in all conditions, done audax, touring, utility with it and covered circa 50,000 miles or so.
This one is a tad small for me and my grandson is 6-7 years off for this as a possible bike we can do longer rides together with.
The V-brakes will out perform any tyre you care to fit in terms of speed retardation/stopping ability, I've descended on tight chicanes in the Alps on the Avid Vs from 50mph and it's never been an issue.

That would work, wheelsize isn’t an issue just not 26”.
Happy to buy frame and fork tbh as I have bars and shifters off The Specialized so a build up is easy

Got a friend who has asked me to assemble him some touring bikes; I’m looking to spend around £750 per bike, and ideally they would be a 58 cm croix de fer and a 54 cm Tour de fer ;flat bar)
Colour is completely irrelevant. Spec needs to be 89 or 10 speed probably with disc brake, but nothing snazzy.
Open to other suggestions, but I just know these bikes very well so the sizing will be perfect
Based in Somerset, happy to organise a courier where you wouldn’t even need to box the bike up
