XS rim brake 700c frame or bike - steel?

Looking for a small frame I can build up for my partner who is 5'2.

Having seen my Kepler she wants something similar, so preferably steel with mounts for mudguards and rack. I have a 1x groupset and 700c wheels already to go on it, but would consider a complete also.

Prefer London collection so I can have a look
