Hard to tell tbh but I'd lean more towards a crack with a potential to it being a long deep scratch from a wheel when the frame was posted as an example? strange place for a crack like that but I am not a frame builder. Might be worth taking off some paint to assess properly but I'd just send it back if you can

Imo it's the decal degluing. This typ of decal has a transparent edge and it's peeling.
Feel it, you should feel a ridge where the "crack" is. -

Passing your finger across it from either side feels a bit like the edge of a decal where it’s very slightly raised.

I had been under the impression the clear coat was over the decals since I can’t perceive an edge
Hey guys, I recently picked up this old steel track frame that’s unfortunately been “well-weathered” and has quite a bit of rust around the lugs and other paint chipped areas throughout the frame, as well as a small “wart” of rust under the top tube, and a definite visible presence inside the seat tube. The general rust throughout doesn’t trouble me much, but what does concern me is an odd scratch/paint crack on the drive side down tube. Passing your finger across it from either side feels a bit like the edge of a decal where it’s very slightly raised.
Given the context, does this look like a crack in the tubing?
