Or any sscx frameset like the On one Mulo for example. That one comes in XL but I don't know if that big enough

The surly steamroller appears to be sold out here in Sweden. And the On one mulo XL is only a 57cm :(

Here is a banana yellow one in 62 and I'm sure they'll ship to Sweden. These frames are long and low so 62 is a big frame.

62cm Cross Check. Fits a 2.1” 29er in the front and up to 47mm 700c in the back(some folks have squeezed in 50mm tires that measure a bit smaller).
From today after a bit of tinkering. 37mm tires and fenders with room to spare. This is a 60cm. I’m 6’3” and prefer 400mm reach. My last CC was the 62cm with 412mm reach if I remember correctly.

The 8bar Fhain V3 might work - the extra large has a 60cm seat tube. It fits 35mm tyres front and rear (maybe more) and is quite cheap at the moment. (A more expensive possibility is the 8bar Neukln.)
There is also the Omnium CXC, which can be set up fixed or with gears.
Looking for a steel frame in size 61+ that can take large tires!
Has proven quite hard.
