If you have the registration number then you can look up to see if the vehicle corresponds to what you have taken a photo of. Just put vehicle tax in a search engine and you get the .gov web site.
If it does not match then go to the police as it may well be uninsured as well.
Yesterday, I was on the receiving end of a fairly unpleasant manoeuvre by a vehicle which appeared to be a cab. I say “appeared” because I have checked the licence number shown on the vehicle here:

… and nothing shows up. Am I looking in the right place?
The number is 17731. The “time saving” manoeuvre this guy pulled was so successful that I was able to catch up and photograph the licence plates so I’m sure that’s the number which was on the plate.
I’ve reported the incident on roadsafe already, FWIW
