Stuck Seat Post Binder Bolt - Any suggestions please?!

Recently picked a bike up from here and am looking to replace the seat post. The binder bolt is pretty rusted, and very very seized. One side is quite rounded off, and the other just won't budge. There's an exposed area of the bolt, is my best bet to take a hacksaw to it? Will this release the bolt?

Some seatpost binder bolts are in two pieces that thread into each other. Carefully cutting the centre would allow the two pieces to be removed. Post a picture if you want someone to confirm.

Those bolts sometimes have a key on one side that fits into a keyway in the frame to stop it turning, so it's not surprising one side is solid. The bolt looks pretty far gone, I'd just cut it.

Yeah I think you're right. Unfortunately impossible to tell which side might be the one that locks into the frame. One is solid and the other is rounded so looks like cutting is the only option here! Cheers
