If she has qr axles these work well. Not sure I'd use it for heavy touring , but mine's held up to shopping trips with 2 loaded panniers well.

Also Tubus Disco, fits onto axles/QR of rear wheel, if you figure out a single top stay mounted at the brake hole.
Funnily enough I’ve been thinking about mounting one of these super cheap front racks but on the rear for a saddlebag from sjs, mounts on rear canti bolts, not sure if your partner’s bike has V/Cantis.

I have a rack that mounts solely to the seatpost. It's a luggage rack though so panniers can't be fitted, if your girlfriend wanted panniers at all.
My girlfriend bought a bike from Hackney Cycles and wants to mount a rack to it. Alas, no rack eyelets.
Any suggestions or available racks?
