Some wheels for your consideration:

First this vaguely jazzy 26" set. Rear needs axle and bearings. Front spins ok. Cute decals. £ forum donation

Next, this not at all jazzy 26" set. Axles spin, badly, should get cleaned up ok. Cassette/freehub exist. Missing a spoke. £ donation only if you're feeling generous.

Yellow fixed wheel. In pretty good shape! Came with something I bought and converted to geared (sorry lfgss), but looks looks like it's never seen a brake. Spins fine. £ forum donation

700c wheelset. Says Ambrosio on it. Kinda cool? These will need a regrease, but may be just the thing for a budget project. Or they might not.
