What is the fork steerer tube material?
The average stem stack height is about 40mm but the design variance can mean that one 40mm stem may have its top bolt higher or lower than another 40mm stem....
I have a couple of Cinelli dinamo stems which have a 38mm stack height. There is a control tech stem which has about 36. There are a few around but a lot of it will be trial and error.
Some of the latest 3T stems fix to the steerer with a single bolt so that could work.
Or you could just buy a new uncut fork....
Now, if your steerer tube is carbon ignore everything above. Although somewhat controversial, the majority will advise that a carbon steerer should always extend beyond the top of the stem regardless of bolt position and you should use a shallow spacer atop the stem. -

have recently purchased a carbon frame and with the aheadset in place and the spacers removed the top clamp screw is just above the steerer tube, the headset top cup is minimal in height so question is are there any recommended 1.1/8th stems with a narrower clamp?
