6800 ultegra shifters not working

I just pulled a set of shifters out of the box to put on a steel concorde frameset I got. Brakes went fine but after threading the cable through, pulling it back and putting the outer it doesn't seem to want to shift. Could be broken but the fact that both sides are doing it means I'm pretty sure I did something wrong but no idea what. Before I take it to the LBS, any ideas?

Do they click up and down with the cable released?

Hi are you sure you have definitely put the cable into its slot correctly if not the mechanism will still shift but the cable won’t

They click up and down but the cable doesn’t move so something is wrong
