I have a 1938/39 Parkes Lightweight. I don't know if you know, but FC Parkes started the Sun bicycle company. The Parkes name was kept for the hand-built bikes whereas the Sun branded bikes were factory-made. I don't think they had any model names. They share the same frame numbers as Sun bikes.
Dates, see here: http://www.retrobike.co.uk/forum/viewtopic.php?f=12&t=344162
P is 1948/1949, looks about right. It's quite common to find seemingly outdated components on Parkes bikes, like the headclip and those Osgear dropouts. Pics on Classiclightweights show Parkes bikes with headclips in the 50s. I don't know why they were still using them.
I have a fc parkes lightweight but don't know what the model is, came with 26in wheels and 3 speed sturmey archer, frame number pl47
