Interesting frame, mudguards rack mounts would suggest winter frame more than SSCX, no? Those dropout are particularly suitable for fixed or SS when you have mudguards fitted.

A tyre measuring up 35mm (33mm on the label on a v wide rim) was too tight at the back but fit at the front. I reckon a 30/32mm on the back would work and up to 35 on front

Lovely custom SSCX frame built in the 90s by Greg Fuquay who previously built for Serotta. I foolishly bought it not realising it was singlespeed. My loss is your gain - it's a beautiful frame with some lovely detailing like that wishbone stay and has great glossy red paint.
Unsure on tubing but apparently Greg used to build with mix of Columbus and Reynolds etc

All you need is drop bars, levers and wheels and tyres and you've got a beauty of a singlespeed / sscx bike
