Hi Terry,
My wife has ridden it quite a bit and she's 5'3". She said that it would be too big for anyone smaller....more to do with the top tube length than the standover height (it has a slightly sloping top tube). I'd say that it would fit someone 5'3" to 5'6". Your daughter is very welcome to try it.
