One chap has mesaaged with no comment so dibs to him, it would simply strap to the bar, it has a plastic insert, it would be best with a support of some kind

TTR Steerer tube fit front rack, perfect for handlebar bags and the like, this one is not Perfectly finished and the steerer tube hole is not perfectly central, it’s absolutely functional but if you want it to be perfect this isn’t for you.
Takes up 12mm headset spacers.

NaffSacks bar/rack bag.
Used only a handful of times, it’s absolutely lovely, thin waxed cotton with an olive green liner, will fit most set up so easily, it’s just not quite right for me so rather let somebody else use it. I paid £55. £30 posted.
