Supernova does a fork mounted, battery powered light. Nice but pricey innit.
For your other problem (feeding a dyno light off a battery) I'd start by looking what's the output of a dyno.

I am currently using a chinese light (very bright) with USB feeding but has to be mounted on the handlebar, I cannot find any model with the fork based bracket.
