Stuck quill stem

I’ve not maintained my stem properly and, whilst trying to change it for a new one, have discovered it is stuck.

I’m aiming to get down to cranks to sort it out (I made the mess: I should sort it) but, if I can’t get down there when they’re open, has anyone got a shop they’d recommend?

(I can’t do it at home as I live in a flat and my gf will not like the grease mess).

Unsure if its only open to students but theres a bike workshop on Lewes road next to Mithras house that the uni runs, think they're usually pretty good at fixing stuff like that. Probably only needs a squirt of penetrating fluid and some gentle persuasion anyway.
