Can I separate this bar and stem?

Carbon ITM sword stem and aero bars.
There's a bolt (Allen key) on the side and what looks like an insert - dont want to apply any force until Unknown what I'm looking at.
Does that unbolt and the bars thread through?

Looks like the bolt tightens two parts against a wedge, which then tighten against the handlebar clamp.
