My initial thought also; can't say I remember seeing one with scalloped seat stays like this.

OK, so closer inspection almost certainly verifies the frame as not a Bianchi. My apologies, I should have checked sooner, but it was sold to me masquerading in its current guise.
Some help identifying the frame would be much appreciated if anyone has some insight. The
BB shell has 'GUNN 005' stamped on the underside.
