That's ctc.
I would probably only measure ctt if there was significant extension of the seat tube above the top tube.
I can remeasure to make sure tho!

I took some more measurements and it's 55cm top tube ctc and 56cm seat tube ctc.

Nice tourer with all the braze ons and eyelets you could want. Sold to me as 56.5st x 55.5tt, which seems to line up with my measurements.
531ST tubing, good stuff, and all threads seem good. Nice plain lugs with cutouts. Straight with no dents.
There's a BB in there, not sure what it is but you can have it. There's also an upper headset cup for some reason, I'll take that out before I send it.
Paint is a dark metallic grey which has seen better days. Some pretty serious scratches and the usual rubbing. Totally serviceable though. Decals in pretty good shape.
De Ver Cycles still exists as a bike shop in London. I know they're a respectable operation but I have no idea who built this particular frame.
Happy to take more photographs as necessary. Selling to generate funds for 29er and bikepacking bags. Will consider swaps to help with this aim.
