You could lock two full-sized nuts together on the other end of the axle and then get a full-sized spanner on those to turn against a full-sized spanner/vice on the locknut.

Are you able to unlock the other side and pull it out. Only move the locknut anti clockwise. Cone should be held firm.
Wondering if anyone has any advice on getting a seized cone and locknut off the rear axle? I have tried with two cone spanners, as well as soaking overnight in penetrating oil, but they won't budge. Would prefer if I didn't have to destroy them in the process. Cheers.
