Hatta R9400 is NJS approved, so it'll be 109mm: any NJS approved cranks will work with it.
Sugino RD2 is available in either track or road versions, which take 103mm or 110mm BB respectively. As you have the chainring mounted on the inside you obviously have the road version, which is why it's fouling the BB shell.
It's usually a better idea to choose your cranks first, then buy a BB to suit.

Sorry, but I don't know what "MSNBC" and "tbd" (to be decided?) mean.
But no, track RD2 won't work with the Hatta BB.
Hatta BB is 109mm and track RD2 need 103mm (see |³|MA3K post above): your chainline would be 3mm out (109mm-103mm/2 = 3mm).

NJS = ISO
You need ISO cranks.
Basically any NJS cranks or any old non-japanese track cranks.
Got a hatta r9400
Anybody can tell me what cranks can go on it ? Tried sugino rd2r'S
And they hitting the bb shell !!!
Driving me insane all this ISO jis stuff any suggestion ?
