Headset issues

Hi all. I've just fitted a new 1 1/8 headset to the frame I'm building up but I've experienced an issue in that everything fits fine, however the top bearing sits too deep in the head tube meaning that there is no contact between the top bearing and headset cap resulting in a lot of play and no smooth movement when tightened up. Any ideas? I've fitted all parts of the headset so I'm lost as to why this is happening!

have you got a compression ring in between the top cap and the bearing?

Yep. Still no contact with the top cap despite this!

I wonder if the cups/bearings are different sizes?

what headset is it?

Ignoring the possibility of incorrect bearing sizing. Just start by chucking some spacers between the compression and top cap and see if it sorts out your woes.

Guys I've sorted it, the frame I bought had the compression ring say where the crown race should be, so I was using a crown race as a compression ring like a plum! Thanks anyway, appreciate the help as always
