Not usually. The freewheel remover should fit over the locknut and axle, just remove the quick release or axle nut, fit the remover and refit the qr/nut to hold the remover in place.

I know on most it does, but I think with the Regina ones it doesn't fit over the locknut. The other thing is I can't get the cone spanner onto the nut because the freewheel hangs just over where it would fit in. I can't remember how I got it off the last wheel.

The VAR Regina freewheel remover tool can be used over the locknut in most wheels, if I recall correctly. Other, mostly old, Regina freewheel removers usually require to undo the locknut.

Thanks for that. I think the Park Tool one is a bit thicker, so that's why it doesn't fit. The VAR one seems perfect, but a bit hard to find.
I think you can take the smallest cog off the freewheel with two chain whips and then be able to fit the cone spanner in to remove it. Otherwise, will try taking the locknut off from the nds, but it's hard to get a grip on the drive side one. Anyway, it's all a bit of a ball ache. I don't understand why they make the tools thick enough that they won't fit over the locknut.
Was wondering if you have to remove the locknut/axle to remove a Regina freewheel? I have removed it off an old wheel before, but was regreasing the hub, so was taking it apart anyway.
