Italian stem in 25.4mm? Unlikely.
More likely that someone used it with 25.4mm bars, so it's closed-up.
Are both parts of the handlebar clamp binder threaded? If so, wind the screw out and slip a coin between the two parts of the binder, then wind the screw back in: it will push against the coin opening the clamp.
Otherwise you'll have to improvise a lever, such as a big screwdriver.

Thanks for the reply.
I think they did make the eclypse in 25.4.. Bit confused now as I did manage to get the stem on the bars (piega) eventually with some elbow grease and tightened clamp down, but clamp didn't tighten as far as another eclypse/piega combo I've got on my track bike. ?! Or am I being overly cautious here.

26.0mm is the Italian standard, but stranger things have happened.
Bit confused now...
Me too: did the too parts of the binder meet, without holding the bars tight?

Nope the clamp did grip the bars tight. Just the clamp bolt was no way near as threaded through (when tight on bars) as my other, supposedly identical, set up.
That got me spooked the stem clamp dia was too small, along with the fact I had to twist and turn that mofo to get it over the clamp bulge on the bars! But if it clamps, use it you reckon? I've read using 26 bars and 25.4 stem (a) shouldn't be possible without the heretical inverse shim (b) if you can get the bars on the clamp then potential stress could cause face plant to concrete in the future..

I've just bought an excellent condition ITM Eclypse stem but it was a 25.4 clamp instead of 26 - now scratched up bars confirm that. Anyone got the same stem (130mm) in a 26.0 clamp they would swap for mine or sell?
