Double Sturmey Hack

Spotted in Marsden, looks a hack just wondering around logic. Presume it offers 9 spd but can't clear that in my head. Anyone seen/done similar?

Iirc a three speed SA hub has Ranges about 66%, 100%, 133%

That would make a total of:
43%, 66%, 66%, 88%, 88%, 100%, 133%, 133%, 177%

weird.
