They're where the mudguards attach. Originally came with little winged nuts I believe. You can just see them in this advertisement.

Due to other projects requiring funds I need to sell on some things that aren't being used, this frame being one of them!
The serial number on this Raleigh is stamped at the top of the seat tube and is 665759 P, which means Raleigh built it in 1948. I am not entirely sure what it is, whether a Lenton Clubman or just Clubman I've not been able to work out.
It has had a restoration at some point, where it has been blasted, entirely chromed and then partially painted over in a translucent blue which gives it a real iridescence that seems to glow in the sunlight. There was obviously some surface rust before this was done as some unevenness and speckling can be seen in the chrome, but since the chroming there has been no development of rust.
Cosmetically it is nice, with a few chips and grazes here and there, only light surface rust on insides of chain stays as seen in the pictures. Some old tape and marks where the frame has been protected from cable clips. I can't work out whether the vinyl transfers are under lacquer or not, having not tried in earnest to peel them off, but I don't think they look too bad. The chromed dropouts and fork ends are in excellent condition.
Comes with unbranded clip headset, seat clamp bolt and Tange bottom bracket, which needs a refurb.
