Consider a frame with 120mm track ends and avoid chain tensioner.
Consider also something that is not so appealing to steal, unless you're living in Japan or the like.

So, light but not obtrusive, hmmmm.120mm rear drop out would not allow for a standard road wheel. Easiest to use that when I have a spare, rather than getting a specific wheel.

doesnt sound like a particularly niche build that needs advice etc to be honest, just buy a complete road bike, put flat bars on it, ss kit and some gatorskins.

Ok here goes,
I'm looking at building up a fast single speed (NOT FIXED) bike for a friend to nip around town on. Discs would be good, and also flat bars. As a roadie, my friend wants speed, but also don't want punctures.
So, first things first.
Frame: I'm thinking cx, disc mounts and carbon toobin' . Can someone recommend framesets to consider, and avoid?
Brakes: Never tried disc, but I imagine mechanical is best, as they're adjustable, right? Don't want no rubbing pads now! Lol. What flat bar levers would be good with discs?
Wheels: Rear standard road wheel with a single sprocket and spacers. Also a chain tensioner screwed into the mech hanger.
Tyres: As puncture proof as possible, but not solid! Thinking Vittoria Rubinos?
So, educate me, I need help on this one,
